Is there any other app which prompts you or gives out a notification when a contact comes online? Like Whatsdog was one of those, but that is just not working for me.

No, there is no other application. The WhatsDog was one of them and it provided maximum accuracy for online presence for other contacts in your phone that use WhatsApp application. You will need to check the Store periodically or the web, because there is no other solution or alternative application for this purpose.
