No, you can't use the card on Windows 8.1 because there is no website to obtain the drivers from. However, you can attempt a possible installation with the package you have (software and drivers). Before doing this, press Windows key + C > PC Settings > Update and Recovery > Recovery > Advanced Startup > TroubleShoot Startup > Advanced options > Disable Driver Enforcement. Reboot the computer, install the driver and the software and then reboot the computer.
