This is a surveillance application that enables you to monitor various places through the CCTV cams. If there is no stream detected, access the Settings menu and make sure all the configuration is correct. It's possible that the settings were corrupted, therefore connection is now impossible. My advice is to re-install the application and then configure it again. It should work this way.
As a side note, go to Device Manager and check the network configuration.
