Even if the phone is in the Emergency Call mode, you still have the possibility to enable or disable WiFi. Tap the home button to exit the emergency call screen, then go to Settings > Wireless and Networks and enable WiFi. Connect to a network you'll have the possibility to browse the Internet (if applicable).
The above instruction is for Android, but it's generally available for all phones equipped with a WiFi module.
