To be able to place a call, the other user you want to reach needs to have set up a working and active phone number then access its profile in Facebook Messenger and look for Call button. Tap it and you should be able to initiate a call. If the button is greyed out, it means that call support to his number is not available. You can use other alternative solutions like Viber.
