There are two possible causes for this issue:
The CD is scratched and your CD/DVD-ROM device can't read the files required to install the application. You might need to get a replacement CD from the seller.
The operating system where you attempt to install it, is not compatible with the application. Browse the CD and right click the installer. Select Properties > Compatibility and choose a version of Windows prior to the one installed.
