Google title bar is available in Chrome as ... options included. If you installed Google toolbar in another browser (Internet ... Explorer) you can enable the bar from the Tools > Manage add-ons.
You might have turned it off. Please right click on the toolbar & you will see that the tool is unchecked. Check it & it will come up.
