Is there a version compatible with Windows Surface Pro?

Is this compatible with the Windows Surface Pro? I tried downloaded the Design Studio and it says I'm only allowed to download things from the app store on my tablet?

No, there is no version of Cricut DesignStudio compatible with Windows Surface Pro. The application is compatible with Windows XP SP2 and Windows Vista. The Surface Pro is using a totally different Windows version, therefore compatibility doesn't exist anymore.
