You can adjust the size of the image from the New Document. First access this function and adjust the size using the options on the screen, then add the content you want and save it as PNG. You will be asked to save the file in various DPI modes. Choose 300 DPI along with a big good resolution for the image and open it in Photoshop. Photoshop should be able to detect the size and the resolution.
