How do I download apps on my Samsung Galaxy S4? It keeps saying that there is not enough space. I did reset the phone to factory settings, but still the reply is the same. What do I need to do?

All the errors related to space problem are directly influenced by the files on the user's phone. Boot the phone into recovery and select WIPE CACHE then open it up and go to Settings > Storage and check exactly what is occupying so much space. Tap on the categories and then delete the content. They're probably logs. If you have DocumentSync feature, access it from Settings > Applications Manager > All > DocumentSync. Stop and disable it. This should fix the problem.
