If you refer to a touchpad then you're speaking about a laptop which in this case is really easy to re-activate the disabled feature. Just go to Start > Control Panel > Mouse > Device settings> Select the touchpad> Enable. If it's not present there then re-install the driver from the support CD which arrived with your laptop.
