Once I wanted to re-install Windows, then I didn't know anything about exporting to TXT or IDM extension, I just made a copy of the temporary files and now the answer I want is that if there is any solution to download (NOT Resume, because I haven't downloaded any) the temp files while there is no download address in the log file and there is nothing in IDM list. I copied the files that I had copied before to that temp folder but it didn't work. Is there any way to import the files to IDM list or something like that?

The answer is no. Those temporary files are created with a certain ID. Even if you download the same package again, it should have other ID. You will need to use the links again to download the packages. Those files are simply stored in that location for temporary reasons and that's it. There are no links embedded or something similar. Unfortunately, it's not possible.
