I have Xperia C and when I insert a local SIM it shows that it's ROAMING.

I have Xperia C and when I insert a local SIM it shows that it's ROAMING and Internet work when data roaming is on. What is the problem?

You need to disable Data Roaming from your phone. Go to Settings > Wireless & Networks > Mobile Network and disable Roaming and Data Roaming. The changes will be visible immediately, but in case there is no change, simply reboot the phone and it should work accordingly.
