You need to check the settings of the application you're using to connect because the modem can't dial the connection. The APN should look something like this: #90*. If you don't have these settings, contact your carrier to acquire them. Another possibility is that you are limited to connection and again, contacting the carrier is recommended in order to fix the issue.
