Is this software capable of programming the SIM card wherein I can control the FDN numbers but only using the prefixes (country code/area code)?

Yes, WinSIM Pro is the application that allows you to modify the contents of the SIM card. Download the application, install it and then connect the SIM card through the correct device. Once the SIM is detected, you can use the application to view and modify its contents.
