Google chrome cannot read and write to its data directory:

All the problems with reading and writing are strictly related to the security permissions assigned to your user. This means that your user does not have necessary permissions to write to that folder. To fix this, either switch to a user with Administrator rights or right click and select Run as Administrator. It should fix it.
