How does Blue VPN work?

I have a Nokia C3 and Dell Venue 7 tab but I cannot connect with this software. Can you help?

Blue VPN can't be used with Nokia devices because these phones don't have support for the VPN protocol. However, you can configure the Android VPN on your Dell Venue 7 tablet using the online instructions available for all users.
