To fix this issue, when installing make sure to run the setup package as Administrator using right click on file then Run as Administrator. Before doing this, you need to check if the RPC service is working and started. To verify this go to Start > Run > services.msc. Locate RPC in the list, right click it and choose Restart then continue with the main installation. It should work this way.
There is another possibility the application will not work at all because of the installer that is not compatible with Windows 7 operating system.
