The problem with the disc loading might be related to your operating system or can occure due to scratches. It is possible that the disc is heavily scratched and because of that the CD/DVD-ROM will not read it. Another possibility is that the CD is not compatible with your operating system, which means that if you want to launch the installer, you'll actually need to do a compatibility tweak. Right click the drive with the CD and select Explore. Identify the main installer, right click it and select Properties > Compatibility. Select a lower version of Windows than the current one installed in your system and then launch the installer again. If it is still not working, you might need to contact the developer to obtain another disc.
