You can open a TP file with the help of WinTPE but you need to obtain the software first. Since it's not publicly available, the application can be obtained via the local FANUC distributor. Use the contact page to browse to your local area. There will be contact options available that you can use to get in touch with the developer.
Once the application has been obtained, download and install it then use File > Open and select the TP file.
