In almost all cases, the problem with downloading is strictly referred to the network connection. Try to switch the network connection to something you haven't used before and then manually clear the cache and data of the Google Play Services. You can do this from Settings > Applications Manager > All > Google Play Services and Google Play Store. This operation will disable the Play Store functionality for a couple of minutes. Make sure to reboot the phone after this procedure.
