If you cannot attach your Google account, then it means that there is a problem with your Internet. It may be blocked or the carrier does not allow you to connect to Google servers because this phone depends on a Google account. Try to add it manually from the Settings > Accounts. Make sure that you're using a WiFi network while doing this process.
