If the webcam is installed properly, simply download Skype, install it and then create an account or log-in with an existing one. Once Skype has started go to Settings > Video Settings and make sure there is an image from camera. To call somebody, right click his/her username and select Video call.
If it's not set up, the default folder is My Pictures and My Videos in Documents folder for your username.
