If you can't download applications, first go to Settings > Applications Manager > All and identify all the Google Play apps. Tap on each of them and clear the data. If it still does not work, try to use the Factory Reset process. You may lose all the data, but at least the device will work normally. You can perform a factory reset from Settings > Privacy.
