The Edge and 3G depend entirely on the availability and technology of the network provided by the carrier. Besides that, you also need to configure the the APN settings as well as the networking Mode. The 3G mode works for 2G mode, while 3G works for WCDMA mode. This can be changed in Settings > Wireless & Networks > Mobile Network > APN and Network mode.
