Submenu dead in tablet with Android 4.1.1.

I have a tablet Softwiner EvB with Android 4.1.1 and no Google Play. The home screen has 2x3 dots as a menu indicator which should call submenue pages. This icon no longer calls any menu. Recovery mode did not help. Is there any way to re-install that. The problem may be a result connected to trying to install a screenshot program.

This seems to be a problem with the launcher. I recommend downloading another launcher through Google. The results will lead you to the Apex Launcher application.

Access Google Search and then download the APK. Install it on your tablet and then attempt to access it again. If it still doesn't work, this might be a problem with the touch device. Replacement is recommended in this case.
