I have a radar application where I have issues with the relative of the target.

I am new to Radarnow!. Why the object moving towards radar have negative relative velocity and object moving away have positive relative velocity?

This was a bug reported by many users and it seems that it has been fixed with the update of the application. I recommend accessing the application page at Google Play to obtain the latest version. Additionally, install FasterGPS and set the NTP POOL to reflect your area.

Notice: FasterGPS requires the phone or the device to be rooted before it's actually used.
