That's a virus created to deceive you to send money to various accounts. However, the first thing you have to do is to reboot the PC. Press F8 continuously until the service menu appears. Select Last known good configuration that worked and reboot the PC. At this point the computer should boot normally, but the virus might be present. Download Combofix and run it then wait. During scanning, the PC might reboot a few times. Once it's over, the results will be displayed in a text file.
