The icon is actually a shortcut to the Messaging application installed on your phone. This means that it's marked as a system app and it can't be removed unless you have rooted the phone. However, if you have installed an SMS application and deleted it, simply access Play Store and install it again, otherwise access Applications manager and tap on Messaging to send SMS messages.
