To disable the application, go to Start > Run > msconfig. From the window that appears, select Startup tab and uncheck Recovery Commander. Next time the computer boots, the application be prevented from starting.

If the application is running as a Windows service, go to Start > Run > services.msc and look for Recovery Commander in the list. Right click it and select Properties then press on Stop. From the drop down menu select Disabled and that's it. If you want to re-enable it, simply reverse the process.
