Can this program read CAD when I insert it into the program without having to input the data? How can I do that?

Yes, CIMCO Edit supports CAD files, but in order to open a file you first need to install the add-on. You can read more about the add-ons supported by the program on the official website. After the add-on is installed, you have help menus that will show you how to add and open files.
