How to unlock my phone because it's asking for Google details, but data connection and wireless are off?

I connected the phone to my computer and I turned it on and I've formatted my phone then I turned it off but it doesn't start anymore. Can you help, please?

Even if you format the storage, the system files would be in the same place. However, try to press Volume Down + Power button until the phone enters Recovery menu. Select Wipe Data with volume buttons and confirm it with Power button. Wait a few minutes and the phone should boot again.
