No, they can't. Because the SMS recovery is a complicated thing even if you have a smartphone. Once the SMS messages are deleted, then there is no possible way to recover them unless there was a backup performed.

Yes, they can, but only if the messages are on the SIM card. If they are in the phone's own memory, you have to connect the phone to your computer with a data cable. The cable type depends on the phone. For some models it is a USB cable with mini or micro connector on one side.
