The ALS data is in modelspace (imported from .las file) while the TLS data contains Scanworlds and modelspace (registration of the Scanworlds). I don't know how to do the registration since the ALS data doesn't have Scanworld.
You will have to use the data found on the official website in the Downloads category. Access the page and download necessary manuals that may help you with this request. I have searched the web for a relation between Leica, ALS, and TLS but there is none available or precise enough to use it with your application.
