The problem with eChef is that it's not available to run. The official website has been discontinued and there is no way to find information about Windows 8 or any other system requirements or compatibility. The only way to try to make it work is through compatibility tweaks. Right click the setup package and then select Properties > Compatibility. Right click it again and select Run as Administrator.
