You haven't mentioned whether you have backed up your iPhone in your description. If you had created backup before losing photos from your iPhone 4, you can easily get them back by restoring your iPhone 4 with iTunes or iCloud backup. If you haven't make any backup, and those photos mean a lot for you, you have to purchase some iPhone data recovery tool. You know that almost all the data recovery tools are not free, those free version only allows you to view what you deleted instead of recovering them. So go to download sites and choose one for you.

How were these pics deleted? You deleted them via iPhone or sync them with iTunes? If you deleted photos from iPhone directly, there is a big chance for you to recover deleted photos from iPhone. As I know, iTunes can backup data automatically when you sync it, so you can recover them via the most recent backup. Remember not to connect iPhone to PC directly unless you choose "prevent iPhone from syncing automatically." Click the File menu and select Devices > Restore from Back up. All you data come back after you restart your iPhone If you are not lucky to lose all backup and no backup in iTunes, sorry to tell you that you cannot restore iPhone unless you do not mind using iPhone data recovery programs.

As far as I know, there are three ways to solve this problem:

1. If you have backck your photos before, you can restore the photos from the backup on the PC, whether it’s from iCloud or iTunes.

2. If you have upload your photos to cloud drives like Google Drive, Dropbox, you can recover the photos from cloud.
