The default option for creating a hotstop should be available in the Settings > WiFi menu. Firstly, check that location. If the option is not available, access Google Play Store and install an application developed for purpose. You can use Portable Wi-Fi hotspot Free as an example. Install the application, turn on WiFi and Data Connection then configure it and that's it.
