Will the voice changer work with and over a telephone line? Also, can I transfer the program to another computer that is not connected to the Internet?

No. The Virtual Personality software will work only with VOIP programs like Skype, Net2Phone, Yahoo Messneger, etc. However, you can install the program on any computer, even if it doesn't have an active Internet connection.
