I have looked at the hardware characteristics of Nokia Lumia and Samsung Wave 3 and they are similar. Is it possible to install Windows 8 on Samsung Wave 3?

Even if these devices have similar hardware characteristics, you can't install Windows operating system on Samsung Wave 3 because the device doesn't support it.
