Outlook is just an email client that uses POP3 and IMAP accounts to obtain emails from enabled services. This means that the webcam can't be used on this application. You can just take a picture or a video with your webcam and then attach it to an email. Set up an account with Outlook and then go to New Mail and use the attach button to select the file (image/video, etc). Input the recipient's address and send it. This is the only way to use the webcam with Outlook application.
