This usually happens when the application, driver, modules, DLLs are missing or not configured properly. If the webcam was installed with an installer package, you can always perform a repair or, even better, a fresh installation. The thing is that a fresh installation will fix everything from the driver to the application and DLLS plus registry keys. Please re-install its software and drivers, then you can use it again.
