The Tsunami Recovery Center is not available anymore. I have checked the official website, but no links or information is available. However, if you have the software installed, go to Help and read about its functions. From its name, I can say this is an application that creates and restores backups for your computer. However, if you choose to perform the restore, then yes, the OS will be deleted completed and replaced with your backup.
