When playing with partners, why does the computer place the wild card on already formed canastas, rather than melds to form new canastas?

The computer player is following a set of rules that were implemented by the developer. Usually, any gameplay issue or AI (artificial intelligence) malfunction needs to be reported to the developer in order to get fixed.
