Is it possible to convert the old 32-bit PA LEMIS database into something more user-friendly since the old program won't run on newer operating systems?

The answer is no, because PA-Lemis uses its own database which cannot be converted for newer operating systems and database solutions. If you have trouble running the application in news OSes, try installing a virtual machine with the help of a virtualization software called VirtualBox.
