With Picasa you can only crop the unwanted objects from your photos. If you want to remove date stamps and to not alter the pictures quality you can use Adobe Photoshop CC or Inpaint. I suggest you to use Inpaint, because it is one of the most appreciated application to remove people, objects, watermarks, date/time stamps or scratches from images.
