What are the SP4 Sound editor file formats.

I downloaded the SP4 Sound Editor for evaluation. When trying to load data banks from my SP4-7 (File > Load SP4 Data File), the program wants a file in the format of ".kp3". The file format from my saved SP4 data has the format of ".SPX". Can you explain?

You can't load a SPX file because the application doesn't have support for this format. The only format you can load in the software is the default one supported .KP3. I have installed the application and there was nowhere mentioned about SPX support. You might need to somehow export the SPX to the KP3 to be able to import it into the application.
