In order to solve the issue, run the Fix It utility provided by Microsoft. If it doesn't help, go to Start > Devices and Printers > Add a device, click on Bluetooth-enabled device you want to activate on your computer and then click Next. If you don't see the Bluetooth device you want to add, make sure the device is turned on and discoverable. If it still doesn't help, reinstall the Bluetooth drivers.
