These USB dongles are used to connect your PC and a Bluetooth enabled device. If you want to connect through Internet using a dongle, the device you're connecting to the Bluetooth needs to have Bluetooth Tethering. It's not impossible but it's something used very rarely. However, just pair the devices, and enable Bluetooth tethering on the attached device and right click it on the Bluetooth list and check Network/Personal Network. When everything is connected, you computer will be connected to Internet through the device.
