This means that the application is bugged or is not compatible with your operating system. Try to right click it and select a previous version of Windows. If you use something above XP, select Windows XP as compatibility, alternatively select 2000/NT if you use XP.
Additionally, right click and use Run as Administrator because there is also the possibility the application is not having enough privileges to run properly.
