This issue can be caused by a wrong driver. You will need to acquire the correct driver for your Bluetooth, and based on my experience, the Bluetooth driver should be installed while the function is turned off. At some point of the installation, you will be asked to turn on the Bluetooth. Of course, there is the manual way, but you will lack software support for your Bluetooth. Remove the current driver, then re-install it while the Bluetooth feature is turned off.
